Working on a set of Big Bertha Fusion irons. Replacing graphite with steel. I have replaced graphite with graphite but never steel. Any help will be greatly appreciated.

Yes you can install steel shafts into bore through Callaway irons. I will tell you that in the past when Callaway assembled irons with graphite shafts they use head weights that are approximately 6 grams heavier than the sets with steel shafts. Installing steel shafts into the graphite weighted clubheads and making them the same length as they were with graphite shafts the swingweights will be approximately 3 swingweights heavier than they were with the graphite shafts. Callaway used .370″ parallel tip steel shafts in their bore through irons and cut slots length wise in the tip end of the shaft approximately 1/2″ up the shaft so that the .370″ tip will compress down a .350″ tip size shaft where it comes through the sole. You will need to do this with the steel shafts you install into these Fusion irons.
