Generally are iron sets swingweighted to the same swingweight throughout the set or is there a progression? How about wood sets as well?

Generally, when sets of irons are built with the traditional 1/2″ length progressions, and the heads have the traditional 7 gram head weight variance through the PW (SW’s are usually heavier), and the grips are all the same weight, the swing weights in the irons from the 3 thru the PW should be the same plus or minus a small tolerance, say 1/2 to 1 swing weight point. Sand Wedges and Lob Wedges can be a few swing weights heavier due to their slightly heavier head weights, but the length you make them will influence that as well. Traditional wood sets it would have been the same, but with todays Drivers being 45+ inches and #3 woods being anywhere from 42″ to 43.5″, rarely will the driver and the fairway woods have the same swing weight. Also, the woods rarely have the same shaft weights, which can effect the swing weight. In the woods, you should simply find the fit that suits you and the swing weights will be what they will. I would not worry about whether or not they match the irons.
