I’ve used a dremel tool with an cut-off wheel to cut down shafts in the past. Pretty tedious. need to make sure you can locate a wheel large enough in diameter to make a single cut. I found some after market 2-1/4″ wheels that worked.
I recall that there was a Home Depot in Oahu, they have a chop saw available for $50 (Model# 33015). that would do the job along with a .035″ thick cut off wheel (about $3). Golfworks used to have a similar chop saw, but I was unable to locate it. I have a similar saw and it’s worked fine for 7 years. Until then I cut them by hand, easy enough to do with a rod saw (graphite) or a pipe cutter (steel).
The value line bending machine/includes bending bar works good for a home workshop. Value line loft/lie gauge will get you by in a pinch ( I would secure it to the bench top).
