Never advise cutting shafts to length until after they are installed, or at least dry fit and marked. The reason is that there are tolerances, although very small, in bore depths and sometimes there can be some variance if you try to cut the tip and butt (assuming you are using parallel tip, for taper tip it would just be a butt trim) without measuring them in the actual head you are going to install each shaft in.
I always trim the tip (parallel tip) then dry fit the shaft in each head and mark the shaft. For taper tip there would be no tip trim. The I can cut to length before epoxying the heads on. This allows me to check swing weight for consistency (using the grip tray) and if necessary make some adjustments using tip weights. You can install the grips before if you want, but if yo end up needing to add a tip weight, you may need to trim a little more of the butt end of the shaft to dial in the length.
