Not sure exactly what it is, but most likely a material the put in the hosel to dampen the feel. Rubber, or any kind of material like it can dampen the feel of an iron if it placed in the hosel or shaft tip. I will see if I can find out specifically what it is and if I do I will post it. Not sure why they might do it in that iron and not others. Let me see what I can find out.

After removing the rest of the heads and calling Mizuno, I determined that substance was excess epoxy. As a hobbyist, most of my work and my reshafting have been with irons I built myself. So, each club required extra time and heat to ream out both the hosel and shaft.
It was white and I removed it carefully from the hosel and shaft. I reshafted one club as a test for a more flexible shaft. If I decide to do the rest of the clubs, I will order them from GolfWorks. So, I will post at that time as a follow up if they all have the white gel. Could it be an excess of a white epoxy used by Mizuno during assembly? I used a heat gun to remove shaft and within ten minutes it appeared to me as sought of rubber consistency.
