I think you'd need well over 200psi, and at that point the shaft might crack.
On a graphite shaft, the inside diameter is usually about 1/8", whish is an area of about 0.2 sq. inches. With 10PSI, you'd have 2 lbs of force. A shaft puller probably applies well over 50 lbs of force.
