If I consistently hit my irons near the toe should the lie angle be flatter or more upright to bring strikes more towards the center? Assuming swing mechanics are not an issue.

Need to look at the sole contact point to the ground to determine if the lie angle is correct, not impact point on the face. If you’re hitting shots of the toe on the face, that is a mechanics or swing issue. If the contact point on the sole of the club is towards the toe, then the club is too flat and should be adjusted more upright. If the contact point is towards the heel on the sole, then the club is too upright and needs to be adjusted to a flatter lie.
I would suggest going to a qualified club fitter and have them evaluate your club length and lie. I might also suggest you have a qualified teacher, might be the same person, evaluate your swing and help you determine what it is that could be contributing to the toe strikes.
