With the new heads, particularly the TS3 and the TE+, is it assumed that if I was to build a set with TT R300 shafts that I would/should stay with standard steel shaft lengths? These heads are made to build longer than standard length?

Standard steel shaft lengths would be fine. The head weights are within what we would consider a standard head weight range, but are 2 grams lighter than some other models. That is not enough to dictate a longer playing length. You just need to calculate what the swing weight will be with your shaft of choice and grip of choice. If you need to add a little weight, that is no big deal and completely normal and acceptable. Based on the spec weight of the head and the spec weight of the TT R300 shaft, and assuming a 50 gram grip weight, my swing weight calculator tells me the swing weight would be around D1. That of course can vary with tolerances, etc., but that is the estimate.
