what difference is there between a manufactured counter balanced shaft and just putting additional weight in the butt end of the shaft?

I understand that the manufactured counter balanced shaft, the weight would be more evenly distributed belong the balance point and the butt.

That’s about it. More material is placed in the upper part of the shaft to create a higher balance point. It can be spread out more, so it’s effect on swing weight is not the same as if you put weight in the butt end in a more concentrated area. I’m sure it varies from manufacturer to manufacturer, but we really do not have information on how each CB type model achieves what each manufacturer considers a CB condition.
