as there is no standard for shaft flex among manufactures, I was curious to know if shaft torque was measured the same between them.

Nope. No standard for measurement for torsional stiffness either. I do think most use a 1 foot, 1lb measurement, but not all do, and they may not all use the same clamping dimensions and positioning. We have an old True Temper machine in our design studio and it is 1 foot 1lb. We check torques in our shop using a 6″, 2lb measurement and it gets very similar numbers, as it should, to the 1 foot, 1lb. Basically what that describes is that you hang a 1 lb weight 1 foot off the tip and measure the amount the shaft twists in degrees. With all that being said, we do not find much variance from what the manufacturers list from what we get when we measure it.
